Elected Officials

The City of Belle Isle has a Council / City Manager form of government with an elected Mayor and seven city commissioners.  The City Manager is the chief administrative officer of the city responsible for the daily operations of the city and all the city's purchases. 

The seven member City Council represents the citizens of the city and are elected from the district in which they reside. 

All elected officials of the city serve three year terms and receive  no compensation for their service


William G. "Bill" Brooks, P.E. Mayor

Mayor Brooks is a native of Frankfort, Kentucky, and a graduate of the University of Alabama's College of Engineering. After starting his career in Columbia, South Carolina, he moved to Central Florida in 1986. Bill has been Mayor of Belle Isle since 2001, having served previously as City Commissioner. He and his wife Candee are proud parents of three young children. The family worships God at the First Presbyterian Church in Orlando.

Professional
A registered professional engineer, Bill is Vice President of Wilbur Smith Associates, a consulting firm of over 1,000 employee owners with 50 domestic and international offices providing planning, design, economic, and construction services to clients worldwide.

Public Service
In January 2007, Mayor Brooks was selected by USDOT Secretary Mary Peters to serve as a member of the National Surface Transportation Policy and Revenue Study Commission's Blue Ribbon Panel of Transportation Experts. The Blue Ribbon Panel will help the Commission in their analyses and deliberations as they prepare recommendations to the Secretary, Administration and Congress on the future needs and financing of the nation's surface transportation system.

Bill currently serves on the Steering Committee of the National League of Cities' Transportation Infrastructure and Services Policy and Advocacy Committee, recommending advocacy policy on federal legislation on behalf of America's cities. He served as its Chairman in 2006 and was Vice Chair from 2004-2005.

He also serves as a founding Board Member of the Florida League of Mayors and is a member and past Chairman of the Florida League of Cities' Transportation and Urban Administration Committee.

Bill currently serves as Second Vice President / Board Member of the Tri-County League of Cities, and serves on the Transportation Technical Committee of Metroplan Orlando. He is also a Member and past President of the Tiger Bay Club of Central Florida.

He previously served as President of the Orange Blossom Trail Development Board, Chairman of the (Orlando) Mayor's Martin Luther King Holiday Commission, and as a Board member of the Downtown Orlando Partnership, and the Harry P. Leu Botanical Gardens. He is a graduate of Leadership Orlando, Class of 1989.

Charitable Interest
Bill is a leading advocate on behalf of the Children's Tumor Foundation (CTF), the leading charitable organization supporting efforts to cure the genetic tumor disease Neurofibromatosis, or NF. There is no known cure or treatment for NF, which affects more than 100,000 Americans, making NF more prevalent than Cystic Fibrosis, hereditary Muscular Dystrophy, Huntington's Disease and Tay Sachs combined.

Mayor Brooks' daughter has NF-1. Mayor Brooks annually requests his colleagues in cities and counties across the country to join the nation in proclaiming May as NF Awareness Month. In 2006, over 100 cities issued proclamations from New York to LA to Belle Isle! He also makes presentations and sponsors events to raise awareness. Trudy P. Prince, District 2
Commissioner

Trudy P. Prince has served as your elected council for District 2 since 2001. She is employed by Healthcare Federal Credit Union as CEO.  She’s been a resident of Belle Isle over 15 years and a central Florida resident over 30 years, the changes that are occurring in the quality of life remains a growing concern and passion for her.

Trudy has participated in many projects that benefit and improve the quality of life. She worked with the Agency for International Development to establish safety and soundness programs in credit union in Granada. She is a supporter of Diabetes support groups and gives freely of her time to mentoring youths at risk for dropping out of school.

Charles Scott, District 3
Commissioner
A Belle Isle resident for 29 years. Moved here from New Jersey on a Job related transfer with AT&T in 1978. Was appointed to fill a vacant seat on City Council in October 1985. Became Mayor in 1990 as a result of the serving Mayor's resignation . He was  elected to a second term in 1992 and served as Mayor until1995. A few years ago he was encouraged to run for a vacant seat on City Council. He was elected and is currently serving in the second year of a second three year term.
Commissioner Scott is retired, has three children and seven grandchildren.

Larry I. Ady, District 4
Commissioner & Vice Mayor
        Larry Ady was born in Washington DC. He moved to Tokyo Japan where the family lived for ten years after relocating from Maryland. Larry met his wife Nancye at the University of Maryland. Nancye and Larry have a son and a daughter Marc and Lori. Education is a high priority in the Ady family as evidenced with all of the family (including spouses of the offspring) having obtained Master's Degrees. Larry, in addition, has an EdS from Rollins College. Larry is listed in "Who's Who in American Education" and was inducted into Florida Adult Education's Hall of Fame
       After serving two years active duty the US Army, Larry's first employment in Orlando was a police officer with the City of Orlando. While employed as a contract teacher, Larry worked part time as a police officer with the City of Ocoee, followed by being a Deputy Constable in District Three and finally a reserve Deputy with the Orange County Sheriffs Department.
       While serving in the public school system he was also the President of the Orange County Sportsmen’s Association.  He served as Treasurer of the Kiwanis Club of North Orlando. Nationally he was the treasurer of the American Association for Adult and Continuing Education and was treasurer of the Commission on Adult Basic Education. His various community and national activities encouraged him to enter politics and was elected a Commissioner in the City of Belle Isle where he has served several terms.
       As an elected City Commissioner, Larry has been appointed to the Florida League of Cities' Finance and Taxation Committee; a Trustee in the Florida Municipal Investment Trust ; the Florida Municipal Loan Council and has also been appointed to the National League of Cities Steering Committee of FAIR ( Finance and Intergovernmental Relations )
       Larry remains active in both community and national levels. He is an usher at the Pine Castle Methodist Church, serves as a Director in the Orange County Retired Educators Association and the Retired Educators Housing Board. He continues to be the Chief Financial Officer of the National Commission on Adult Basic Education Corporation.
       His philosophy as an elected official is to continue to keep property taxes at a minimum, provide trash, garbage and recycling services and street lighting - all to be paid out of the general fund and not charged to the citizens on their property taxes. He feels he is a voice for any reasonable request and is a representative for all of the citizens of Belle Isle.

Harv Readey, District 5
Commissioner
Harvey Readey has been a Belle Isle resident over 40 years. He served on the City's Zoning and Planning Board before being elected Commissioner of District 5 in 2006.
He was born in Saint Louis Missouri in 1936 and graduated from Christian Brothers University with a B.S. degree in mechanical engineering. His career included development, management and production of aerospace, defense and commercial systems. This included aircraft, missiles, testing facilities, commercial marine craft and industrial equipment. He founded successful paving and equipment companies based on innovative technology he invented and patented. He retired from industry in 2004.
He is presently President of the Central Orlando Kiwanis Club, a member of the Knights of Columbus and actively supports the Orange county Sheriff's Office as a "Citizen on Patrol" (COP). He is a regular boater on Lake Conway. He belongs to the Experimental Aircraft Association(EAA) restoring and flying aircraft.
His wife, Alice, is from Alabama and a graduate of Auburn University. He was smitten by her when they met at a Belle Isle house party in 1964. Their home is on Nela Isle where their two children grew up. They are blessed with grandchildren and are members of Saint John Vianney Catholic Church.

 


Lydia Pisano, District 6
Commissioner
Lydia has lived in Belle Isle since 2000. She has sold real estate in south Orlando since 1995.  She is very active with the Orlando Regional Realtor's Association, where she has chaired every committee and served as its President in 2004-2005. She is still active with Governmental Affairs, candidate screening, budget and finance, and serves on the 2008 Board of Directors.

Lydia is also a Director for the Florida Association of Realtors, where she is Vice Chair of the Legislative Political Forum, serves on Nominating, State and Local Taxation, and is their past District Vice President. She also serves as a Director for the National Association of Realtors, and is on the Federal Housing Committee.

Lydia has won numerous awards, including two President's Awards, various Top Listing and Sales of the Year Awards, Chair of the Year, the prestigious 2001 Realtor of the Year Award, and a 2005 Charlie Award from the Florida Magazine Association for real estate articles that she has written.

Lydia is also very active with the Conway Community Council. Lydia believes in low taxes, doing what needs to be done to maintain property values, dealing with the on-going crime issues, and helping to protect the environment, by promoting energy and water conservation.

Eric Spaulding, District 7
Commisioner
Eric Spaulding grew up in various areas of the United States, and served four years in the United States Air Force. He works for the Federal Aviation Administration as an Air Traffic Controller and is currently working both Tower and Radar facilities at the Orlando International Airport. He has been a Central Florida resident since 1997, and a Belle Isle resident since his neighborhood of Windsor Place was annexed into the city. Eric served as Homeowners Association President of Windsor Place for 4 years before beginning duties as Belle Isle District 7 City Commissioner in 2005. As a boater that enjoys the beautiful waters of Lake Conway, he is concerned at retaining the lake’s quality and recreational opportunities, and also maintaining the city’s desirability as an attractive family community. Being the parent of a special needs child also leads him to seek high standards for education and opportunities for all children. Eric is married and has, in addition to his son Scott, a stepson and 2 grandchildren. Along with boating, Eric is an avid motorcyclist and enjoys flying as a private pilot and also has interest in classic cars. He and his wife, Terri, vacation at their mountain cabin in Blue Ridge, Georgia, but enjoy their dream home in beautiful Belle Isle. Eric welcomes every opportunity to serve the community as a Belle Isle Commissioner.
