The City of Belle Isle has a Council / City Manager form of government with an elected Mayor and seven city commissioners. The City Manager is the chief administrative officer of the city responsible for the daily operations of the city and all the city's purchases.
The seven member City Council represents the citizens of the city and are elected from the district in which they reside. All elected officials of the city serve three year terms and receive no compensation for their service. City of Belle Isle Organizational Chart 2009

William G. "Bill" Brooks, P.E. Mayor |

Mayor Brooks is a native of Frankfort, Kentucky, and an engineering graduate of the University of Alabama. He moved to Central Florida in 1986 and to Belle Isle in 1995. Bill has been Mayor since 2001, having served previously as City Commissioner. He and his wife Candee are proud parents of three young children. The family worships God at the First Presbyterian Church in Orlando. He is a professional civil engineering consultant.
In 2007, Mayor Brooks served as a member of the National Surface Transportation Policy and Revenue Study Commission's Blue Ribbon Panel of Transportation Experts preparing recommendations to the Secretary, Administration and Congress on the future needs and financing of the nation's surface transportation system.
Bill currently serves on the Board of Directors of the National League of Cities and is the Board liaison to its Transportation Infrastructure and Services Committee. He also serves on the Board of Directors of the Florida League of Cities and remains serving as a founding Board Member of the Florida League of Mayors. He is also Past President and is a Board Member of the Tri-County League of Cities, and serves on the Municipal Advisory Committee of Metroplan Orlando. He is also a Member and past President of the Tiger Bay Club of Central Florida.
He previously served as President of the Orange Blossom Trail Development Board, Chairman of the (Orlando) Mayor’s Martin Luther King Holiday Commission, and as a Board member of the Downtown Orlando Partnership, and the Harry P. Leu Botanical Gardens. He is a graduate of Leadership Orlando, Class of 1989.
Charitable Interest
Mayor Brooks is a leading advocate for the Children’s Tumor Foundation (CTF) supporting efforts to find a treatment and cure the genetic tumor disease Neurofibromatosis, or NF. NF affects more than 125,000 Americans, making NF more prevalent than Cystic Fibrosis, hereditary Muscular Dystrophy, Huntington’s Disease and Tay Sachs combined.
He is Chairman of “Racing for Research” which seeks sponsorships and donations to support the “NF Heroes” and the CTF / Farnbacher Loles Porsche Racing Team car in the Rolex 24 Hours of Daytona each January to fund the CTF’s Drug Discovery Initiative. Each year, Mayor Brooks asks his colleagues in cities and counties across the country to join Belle Isle and the nation in proclaiming May as NF Awareness Month. Sam Butler, District 1 Commissioner |
Born in Jacksonville, Florida in 1942. Grade school and high school in Daytona Beach. Graduated from Seabreeze High School, Daytona Beach, 1960. Graduated from Florida State University in December 1963 with BA in Business. Joined the U. S. Navy in January of 1964 reporting to pilot training in Pensacola, Florida. Commissioned in June of 1964 and became a Naval Aviator in September of 1965. Served one duty tour in Viet Nam and 2 years in other areas of the Navy World.
Resigned from Active Duty in January of 1969 and was hired by National Airlines in Miami, Florida, flying B-727s in commercial passenger service. Flew DC-10 aircraft in International operations for National Airlines before the company was merged with Pan American World Airways in 1981. Flew as Captain B-727 for Pan Am with basing assignments in Berlin, Germany, Frankfurt, Germany, Osaka, Japan, and other regions of the world. Pan Am declared Chapter 11 in 1991 and their European and NY Shuttle operations were sold to Delta Airlines in late 1991. I was transferred to Delta Airlines with that sale. Completed my aviation career with Delta Airlines, retiring in 2002 as Captain on B-767, in domestic and international operations. Was Captain on B-727, B-737, B-757, B-767, and flew the DC-10 as FO.
In 1998 I was appointed by Delta as a Management Safety consultant to Korean Air Lines, a code share partner, for 18 months, to assist in the reorganization of the KAL Flight Operations and Safety Departments, working in Seoul, South Korea. During that administrative, non-flying assignment, I also worked in Guangzhou, China with China Southern Airlines, another code share partner, in the area of Flight Operations Safety.
During my airline career I remained in the Naval Air Reserves in Jacksonville, Florida assigned to a "hardware", 500 man, anti-submarine squadron. Completed 26 years of active and reserve duty and retired as O-6 in 1990. Of note: Commanding Officer of Naval Air Reserve VP Squadron Jacksonville, Commanding Officer of Naval Air Reserve VP Air Wing Jacksonville, and Navy Department Duty Captain for the CNO, Pentagon, Washington, DC.
Since 2004 I have been employed as an adjunct instructor of Aeronautical Science for Embry Riddle Aeronautical University, Orlando Campus. I obtained my Masters Degree in Aeronautical Science from Embry Riddle University in 2001. Since 2004 I have been teaching 4 out of 5 school terms per year-one course per term- while instructing in various courses of instruction, such as: Aviation Legislation/History, Aircraft and Spacecraft Design and Operations, and Aviation accident Investigation and crash survival design.
Married to Beverly Joyner Butler, 45 years (same high school class). One son, Hollis. Married with one child. Resides in Belle Isle.

Keith Nolan Severns, District 2 Commissioner
Keith Severns was born in Belle Isle and raised in Orlando, and has never called any other city home. Keith has lived on Lake Conway in the City of Belle Isle for the past 18 years.
Keith’s father, Bob, was a civil engineer, and maybe his vocation influenced Keith, for at the age of seventeen, he began his lifelong career as a builder, eventually earning his General Contractor’s License. Keith attended the University of Central Florida.
Keith started his own contracting firm, KNS Construction. His firm specializes in commercial construction. The company has won two golden brick awards.
In 1997, Keith married Piper Severns, and in 2001, their daughter, Annabel was born. The Severns are members of St. James Catholic Cathedral, and Annabel is currently in second grade at St. James Cathedral School. Keith has always been very active in St. James parish life, including his ministries with engaged couples, as a Eucharistic Minister, Parish Council member, St. James Cathedral School Board member, and a member of the school’s finance committee.
Keith’s hobbies are connected with the outdoors. He is an avid golfer, boater, fisherman and pilot.
Keith’s philosophy as a City Commissioner will be to maintain current property tax models, along with providing a balanced city budget. Keith would like to continue to help provide a safe and quality environment for the families of Belle Isle.

A Belle Isle resident for 29 years. Moved here from New Jersey on a Job related transfer with AT&T in 1978. Was appointed to fill a vacant seat on City Council in October 1985. Became Mayor in 1990 as a result of the serving Mayor's resignation . He was elected to a second term in 1992 and served as Mayor until1995. A few years ago he was encouraged to run for a vacant seat on City Council. He was elected and is currently serving in the second year of a second three year term. Commissioner Scott is retired, has three children and seven grandchildren.

Larry I. Ady,

Larry Ady was born in Washington DC. He moved to Tokyo Japan where the family lived for ten years after relocating from Maryland. Larry met his wife Nancye at the University of Maryland. Nancye and Larry have a son and a daughter Marc and Lori. Education is a high priority in the Ady family as evidenced with all of the family (including spouses of the offspring) having obtained Master's Degrees. Larry, in addition, has an EdS from Rollins College. Larry is listed in "Who's Who in American Education" and was inducted into Florida Adult Education's Hall of Fame.
After serving two years active duty the US Army, Larry's first employment in Orlando was a police officer with the City of Orlando. While employed as a contract teacher, Larry worked part time as a police officer with the City of Ocoee, followed by being a Deputy Constable in District Three and finally a reserve Deputy with the Orange County Sheriffs Department.
While serving in the public school system he was also the President of the Orange County Sportsmen’s Association. He served as Treasurer of the Kiwanis Club of North Orlando. Nationally he was the treasurer of the American Association for Adult and Continuing Education and was treasurer of the Commission on Adult Basic Education. His various community and national activities encouraged him to enter politics and was elected a Commissioner in the City of Belle Isle where he has served several terms.
As an elected City Commissioner, Larry has been appointed to the Florida League of Cities' Finance and Taxation Committee; a Trustee in the Florida Municipal Investment Trust ; the Florida Municipal Loan Council and has also been appointed to the National League of Cities Steering Committee of FAIR ( Finance and Intergovernmental Relations).
Larry remains active in both community and national levels. He is an usher at the Pine Castle Methodist Church, serves as a Director in the Orange County Retired Educators Association and the Retired Educators Housing Board. He continues to be the Chief Financial Officer of the National Commission on Adult Basic Education Corporation.
His philosophy as an elected official is to continue to keep property taxes at a minimum, provide trash, garbage and recycling services and street lighting - all to be paid out of the general fund and not charged to the citizens on their property taxes. He feels he is a voice for any reasonable request and is a representative for all of the citizens of Belle Isle. |

Harv Readey,
District 5 Commissioner |
Harvey Readey has been a Belle Isle resident over 40 years. He served on the City's Zoning and Planning Board before being elected Commissioner of District 5 in 2006. He was born in Saint Louis Missouri in 1936 and graduated from Christian Brothers University with a B.S. degree in mechanical engineering. His career included development, management and production of aerospace, defense and commercial systems. This included aircraft, missiles, testing facilities, commercial marine craft and industrial equipment. He founded successful paving and equipment companies based on innovative technology he invented and patented. He retired from industry in 2004. He is presently President of the Central Orlando Kiwanis Club, a member of the Knights of Columbus and actively supports the Orange county Sheriff's Office as a "Citizen on Patrol" (COP). He is a regular boater on Lake Conway. He belongs to the Experimental Aircraft Association(EAA) restoring and flying aircraft. His wife, Alice, is from Alabama and a graduate of Auburn University. He was smitten by her when they met at a Belle Isle house party in 1964. Their home is on Nela Isle where their two children grew up. They are blessed with grandchildren and are members of Saint John Vianney Catholic Church. |

Lydia Pisano,
District 6 Commissioner |

Lydia has lived in Belle Isle since 2000. She has sold real estate in south Orlando since 1995. She is very active with the Orlando Regional Realtor's Association, where she has chaired every committee and served as its President in 2004-2005. She is still active with Governmental Affairs, candidate screening, budget and finance, and serves on the 2008 Board of Directors. Lydia is also a Director for the Florida Association of Realtors, where she is Vice Chair of the Legislative Political Forum, serves on Nominating, State and Local Taxation, and is their past District Vice President. She also serves as a Director for the National Association of Realtors, and is on the Federal Housing Committee. Lydia has won numerous awards, including two President's Awards, various Top Listing and Sales of the Year Awards, Chair of the Year, the prestigious 2001 Realtor of the Year Award, and a 2005 Charlie Award from the Florida Magazine Association for real estate articles that she has written. Lydia is also very active with the Conway Community Council. Lydia believes in low taxes, doing what needs to be done to maintain property values, dealing with the on-going crime issues, and helping to protect the environment, by promoting energy and water conservation. Eric
Spaulding, District 7 Commisioner |

Eric Spaulding grew up in various areas of the United States, and served four years in the United States Air Force. He works for the Federal Aviation Administration as an Air Traffic Controller and is currently working both Tower and Radar facilities at the Orlando International Airport. He has been a Central Florida resident since 1997, and a Belle Isle resident since his neighborhood of Windsor Place was annexed into the city. Eric served as Homeowners Association President of Windsor Place for 4 years before beginning duties as Belle Isle District 7 City Commissioner in 2005. As a boater that enjoys the beautiful waters of Lake Conway, he is concerned at retaining the lake’s quality and recreational opportunities, and also maintaining the city’s desirability as an attractive family community. Being the parent of a special needs child also leads him to seek high standards for education and opportunities for all children. Eric is married and has, in addition to his son Scott, a stepson and 2 grandchildren. Along with boating, Eric is an avid motorcyclist and enjoys flying as a private pilot and also has interest in classic cars. He and his wife, Terri, vacation at their mountain cabin in Blue Ridge, Georgia, but enjoy their dream home in beautiful Belle Isle. Eric welcomes every opportunity to serve the community as a Belle Isle Commissioner. |
