The city manager is appointed by city council to act as the chief administrative officer of the City of Belle Isle. The manager keeps the council fully informed as to the financial condition of the city and future needs.The manager also staffs city hall, directs and supervises city departments, enforces laws and provisions of the council, prepares and submits the annual budget.
Dear Belle Isle Residents:
I am honored and excited to be Belle Isle’s City Manager and I am privileged to be joining and leading a team of dedicated and committed professionals. I am here to serve you and the City Council so please do not hesitate to contact me with any questions or suggestions on how we can better serve you. You usually don’t have to schedule an appointment with me, just stop by and if I don’t have another appointment or meeting, we’ll have a cup of coffee. If you see me out-and-about, we can find a place to sit and talk. I am here to listen and do what I can to help you.
My wife, Holli, and I are coming from Oregon and we are excited about being part of the community and to call Belle Isle our home. You will find us out in the community and if there is a volunteer opportunity, please let us know. We enjoy walking with our dogs, so when you see us, please stop us and talk to us. We also look forward to kayaking on Lake Conway and being an avid fisherman, I look forward to wetting a line soon. In fact, I’ve caught more bass in Oregon than salmon or steelhead, so if anyone has any tips on catching the “big one”, I’ll buy the coffee to discuss it.
I am a US Army Veteran of the 1st Gulf War (Operation Desert Storm) spending much of my time in the 82d Airborne Division where I attained the status of Master Parachutist. If there are any other Airborne in Belle Isle, we can swap stories. One of the highlights of my military career was to be stationed in Berlin when the Wall came down. What an exciting time in history! It was through the Army that I received my Masters in Public Administration degree.
Professionally, I have been a City Manager for over 20 years and a Credentialed City Manager for over 10 years. I have been a City Manager in Grant, Nebraska, Stroudsburg, Pennsylvania, and Hood River Oregon. I believe that a City Manager measures success by improving the quality of life of the residents. I’ve done that in each community in which I served and I am very excited about the opportunities that I will have in Belle Isle; working with the Tree Board; getting involved with the Pine Castle Historical Society; and participating in many of the special events that occur in Belle Isle (something that Holli will also be very interested in). If you have HOA meetings, please invite me. I am also eager to take on the challenges that Belle Isle has, especially with infrastructure (as most cities do), and I look forward to forming partnerships with my counterparts in our neighboring cities, Orange County and with state agencies to help us through some of the challenges we will face together.
My philosophy of city management is very simple…customer-centric. Everyone will be treated with respect and we will continually strive to make your quality of life the very best it can be. You may not always receive the answer you have been looking for, but it will be fair, timely and courteous.
I am enthusiastic to be working with Mayor Pisano and Commissioners Gold, Carugno, Weinsier, Readey, Lance, Mosse, and Nielsen. I am also proud to be heading up an outstanding team of professionals.
