Annual Budget

The budget provides a complete financial plan of all city funds and activities for the ensuing fiscal year. The fiscal year begins on the first day of October and ends on the last day of September.

The city manager submits the budget to the City Council on or before the first council meeting of August. The budget is submitted with an accompanying message from the manager, explaining it both in fiscal terms and in terms of work programs.

The council’s action on the budget includes two public hearings. These hearings allow the City Council the opportunity to change the budget by adding or decreasing any programs or amounts, except prohibited by law. Council members then vote to adopt the budget.

Capital Improvement Program (CIP)

The CIP is a five-year plan that identifies projects and purchases and acts as a link between the annual budget and strategic plan.
